Why do I feel that the livery was designed on drugs? Still, it's going to be quite the conversation piece due to it being... well, a DeLorean .

Seems like it has an 80's vibe to it imo, so probably a bit of drugs were influenced into the design. Just found this close-up on the Hot Wheels Wiki

Good Story- At the National Delorean Show(DCS) people often bring tons of the Hot Wheels DeLoreans and sell them for 2 to 5 bucks a pop even though you can get them for 95 cents elsewhere.
